Customs Clearance across the Country:
Customs clearance is performed for the presentation of goods to the customs office and providing the ground for their delivery to the importer or exporter. In this case, the goods will be deemed as smuggled goods anymore and will be recognized as legally valid. the process of clearance consists of several stages, including preparation, physical or electronic registration of import-export documents, calculation of funds such as commercial profits, customs duties, taxes, customs tariffs and facilities provided, by the state, to importers and Exporters….
In most countries, customs brokers and agents operate under a freight forwarder. Shipping lines, importers and exporters, and independent businesses are mainly employers of customs duties, and Iran is no exception to this rule.
Requirements for clearance
For clearance, it is necessary to obtain the necessary permissions and customs broker card from the Iranian Customs administration.
The stages of import customs clearance
The customs clearance process consists of several stages.
Registration of a declaration
The first step in the clearance process is completion of the import declaration and online registration of that in the customs system. The type of goods, their quantity, trademark, technical specification, model, value and weight of the goods are the information that are taken into consideration when the commodities enter the customs. The shipping company reports the entry of cargo and other relevant information to the customs either before the arrival of the cargo or after that. In case no problems occur, the arrival of the ship or aircraft shall be communicated to the shipping company via the electronic system of the Customs. When the cargo arrives at the port, the importer or customs clearance agent submits the declaration to the customs electronic system. Kutaj actually means the registration of import-export declaration in customs. A specific code is assigned to each registered declaration. This code is called Kutaj
The second step is checking and verifying the notifications and other documents by the importer. The customs electronic system validates the information provided and presents the declaration code within a few seconds so that one can make the electronic payments
The third step is payment of taxes and duties. Taxes and duties can be paid in two ways: electronic payment, or payment of duties and taxes to the relevant organizations
Presentation of other documents
Apart from the information, some documents must also be handed over to the Customs Office.
These documents include the health certificates that are required for food, cosmetics, and pharmaceuticals, the purchase invoice, which shows the purchase price. The packing list, manifest, and bill of lading are also other necessary documents that need to be submitted to the customs.
To determine an appraiser, the Customs Office must carefully examine all documents submitted by applicants and traders, and then present them to the accounting department, along with documents and invoices, for evaluation and control purposes.
Issuance of clearance license
Clearance license actually legalizes the merchandise. The identification code is also set at this stage. This code actually makes it possible for the traders to present the product in any of the country’s markets without being prosecuted
